I am looking for a skilled developer to create a desktop-based horse racing ratings program. The program should calculate and assign points to horses based on various criteria and display results alongside odds from www.racenet.com.

Key Features:
1. Assign points based on:
- Win percentage (5 points for highest, 4 for second-highest, etc.).
- Place percentage (same as above).
- Barrier positions (1-5 = 3 points, 6-9 = 2 points, 10+ = 1 point).
- Wins on track (1 extra point; additional point if win rate is 100%).
- Wins at distance, track/distance, track condition, and class (1 extra point each; bonus for 100% wins).
- Last run positions (1-3 = 3 points, 4-6 = 2 points, others = 1 point).
2. Additional scoring:
- Add 1 point if the horse has won in all five elements.
- Add points for favorites in the last run or three runs ago.
- Bonus of 2 points for horses with three or more wins in their last run.
3. Display calculated scores alongside:
- Today's odds and calculated odds differences (+/- values).
- Adjusted prices based on highest-to-lowest scores relative to today's lowest-to-highest odds.

Additional Requirements:
- Scrape all necessary data from www.racenet.com.
