Help us Prevent Cloud based SaaS application from being shared to many users.

I have developed desktop software that is in C# and has software licensing that will enable me to prevent people from distributing the .exe.
Currently people download the software to their PC's.
We do want to also put the software in the Cloud on Windows 2022 server and create USER Logins to access the software on the Cloud.
Here is the issue: How do we prevent the one user sold from giving out /reselling their USER and PW access to the software and unlimited number of people using it without us getting paid. When the software is on desktop the user is not going to give people access to their PC but when the software is on Cloud they can resell access.
There must be some way to to tie in the 1 sold users IP address to the Cloud or some other way to prevent resale.
