Fix .NET Core 2.0 Web API Version Mismatch

I need a skilled .NET/.NET Core 2.0 expert to urgently fix my web API's assembly version mismatch issue. The problem originates from the System.Numerics.Vectors assembly and was first noticed after a recent update but even after undoing the updates the issue exists. There's also a complication: my project utilizes a couple of third-party libraries like docentric for document generation.
One more challenge is same web api in a different IIS application on the same server is working fine.
Actual Error Message is below:
