Face recognition C# desktop application

i need working C# Face Recognition desktop application.
using open source code lib. (to perform offline without azure etc.)

for example i need

method 1
input : 1 picture of person, 100 pictures
output: list of pictures that contains this person

Method 2 (check attached picture)
Input: face pictures (persons), pictures (album)
Output: group for every person with his pictures from album
