C# Extract Program modification

I need changes made to a currently working C# program, implemented as a Windows service on a Windows 10 PC, which reads access privileges and SQL from a local configuration file, then uses them to extract changed rows from a local MS SQL database, via ODBC DSN, and inserts/updates rows in a remote MYSQL database on a VSS.
