Error while building setup project in visual studio 2019

I'm experiencing a configuration issue while building a setup project in Visual Studio 2019. I have seen an error message in one environment relating to the issue, but not in any other environments. I'm looking for someone who can help me troubleshoot and identify the root cause of this issue. Knowledge in Visual Studio setup projects would be a plus and any experience in finding similar issues would be greatly appreciated.
