Encrypted Media file player embedded in WPF C# Application

Encryption of file, and a media file player to play that encrypted file. Every file will have different encryption key.
List of encrypted file from a json file will be shown. Files are from local hard drive. On click of the file from list , file will be played in embedded player.
During playing the video file, user should add marker and note and this data also should be saved in another json file. This must be loaded automatically each time media file selected. On click of the listed marker, video should play from that mark up place. This marker can be added , deleted and should be timewise ordered.
