Developing a Cryptography application using c# .net framework

We are a development team requiring assistance with creating an application that uses System.Security.Cryptography namespace for encryption and decryption of .xlsx data that is pulled from a Mysql database.
We currently have an application that is able to perform encryption/decryption however require connection to our internal database using the . NET Framework Data Provider for SQL Server.
We require someone that is able to use any of the following Skype/Teamviewer/Teams to communicate and demonstrate functionality whilst providing an overview of the application functionality and reasons behind certain code. Further the application can be developed as a WPF or web application depending on your recommendations.
