Develop Custom CMS (designed and developed in .NET Maui) and connect to Azure backend

We are needing someone to scope out and start design for a system that will enable us to capture client information.
The system will need to be flexible enough to plug into other external systems using API's (which are still being confirmed).
Basic information that needs to be captured are personal details (name, DOB, address, next of kin...etc) along with current well being / medical information
At this stage we are in the design phase so would need someone to scope out and start the development of the application. This should be a web based application (perferably .NET Maui / c# - but would be open to other options). The back end would be hosted in Azure using current Azure services being accessed by our current organisation.
