Desktop Video saving and Playing back application

We need to make Video clips from attached Web/IP cams. These start of recording will be triggered by pressing a button or through a function call. Same way, recording will also be stopped. As soon as we have a this clip ready, we need to save it on server with some name. In order to save the space we need to have it in compressed format.
Now if user types the name of the video, the same video will be played back.
