Deep Fake with ML.NET

I am looking for a skilled developer who can assist me in a deep fake project using ML.NET. The purpose of this project is for research purposes.
Requirements:
- Proficiency in ML.NET
- Experience in deep fake technology
- Ability to generate audio output
- Ability to generate video output

Task: be able to insert many voices, many languages for voices
User will input the text and an audio with the voice speaking what the text says will be generated
User will input the text and an audio/video with the voice speaking what the text says with an avatar talking will be generated
User will input a video and an image and a new video with the face replaced will be generated with a new voice selected generated
This must be done in C# and ML.Net
