Data scrapping (API) & Automatic notification program

Build a program that can extract the data on two exchange platforms via API (per minute data) to an excel file, the program need to be able to call us or send notifications to us once certain conditions happen. For example, whenever the price on exchange platform A is less than price on exchange platform B -> call mobile phone number / send a notification immediately.
