Data download service

I need a service or runtime code (I'm going to call the fetch service) created that will run on a windows server iis that will connect to a provider webservice that uses jwt tokens for authentication and download the data into a Microsoft SQL database, table structures etc to be agreed. I have all the information for the provider web service. I will need some way of feeding the fetch service with a list of id's that it needs to send to get the data. I have some limited .net code experience so I want to be able to trigger the fetch from .net if possible. I hope that makes sense. I will put together more information to send later to interested developers.
