Data Point Creator and Mapper

Hi Folks,
I'm after a visual data point creator and point mapper/plotter.
Let me try to explain this as easy as possible.
User has a
LIST of Names/Items on the left of the form.
On the right of the form is an 'IMAGE' that user can load in.
User clicks and drags Items from list onto the IMAGE.
They then become a 'data point'.
Then we have a drop down underneath the image that users can click on and select
PATH = lineal or radial
The user then either clicks on the image and draws an arrow (for lineal) or placement of circle for radial.
They then click a button called GENERATE.
This button sends the line or circle up through the image or circle grows through the image and captures each data point in the order that it touches them as it grows and puts them into a list.

Can be done as a windows control in either C# or VB.NET.
Final useable files/demo app need to be in VB.NET.
