DLL File for tunneling to the system

We need a dll file that has only been executed through a command and does not require any UI. And through that, we can tunnel to that system by this dll file and use its IP. Because of the continued use of this file, Windows Defender should not be recognized this as bad software. It should be noted that the system in question is not part of the admin group users. Freelancer must deliver the source of the project code in full.
