DESIGN OF Single .HTML webpage with drag and drop feature for IMAGES / VIDEOS from database

Looking for a freelancer to develop a single phase .HTML webpage where images and videos from database (sql server) to be fetched and a playlist to be made using drag and drop feature. Associated JSON to be created using standard format based on image and videos selected. Playlist and JSOC to be saved with user selectable name of file.

No immediate repetition of images / videos should be possible.
