Custom GPT with openAI (C#.NET)

So I have an account with openAI, and want a C# console application that will allow me to upload content and ask questions based on that custom content.
It is very important that this is written in C# and in a console application as it is then embedded as part of a bigger project. To be clear also, no need for a chatbot, just plain standard web services, thats all.
