Custom EMR, EHR, HIE System Development

I need a seasoned professional to develop a custom electronic medical/health records (EMR/EHR) and health information exchange (HIE) system with specific functionalities. These functionalities must include:
- Management of patient records
- Appointment scheduling
- Capability for billing and invoicing
- Integration capabilities for EMR, EHR, and HIE.
The system should be comprehensive enough to accommodate between 500 and 700 hospitals and healthcare centers, including pharmacies and other specialized units.
Additional requirements include:
- The system must support seven or more different user roles, which I will discuss in more detail with the selected professional.
- The system should have an email feature for communications.
Ideal candidate should have vast experience in EMR, EHR and HIE systems, a good understanding of hospital and pharmacy operations, as well as proficiency in system integration and custom software development.
