Custom Desktop App for Contact Management

I'm looking for a Windows-based, desktop application that integrates with Microsoft Graph API. This application will allow my contact to manage their contact details, received via a URL, and submit changes for my approval before they are saved to my MS Outlook 386.
Key Requirements:
- The application should be designed for Windows operating system
- It should be a desktop-based application
- User authentication must be implemented via a custom login system
- for contacts without email address, I should have the functionality of having the link sent via SMS to WhatsApp
Ideal Skills and Experience:
- Proficiency in Windows application development
- Extensive experience with Microsoft Graph API
- Strong understanding of security protocols for implementing a secure login system
- Prior experience in developing contact management applications is a plus.
