Crypto Currency Address Utility Tool

I am interested in creating a bitcoin transaction 3rd party trusted escrow service. Must be able to create a wallet address utility tool that.can receive, store and send bitcoin payments.

Must have knowledge with C#, correct .NET framework, correct bouncy castle package, building certificates.
