Create a aplication on .NET to integrate 2 DB

I am looking for a .NET engineer to create an application that will integrate two databases. The type of database I am using is MySQL and in addition to that I need a web service created. This application will also require a web interface. I am looking for someone who has a solid background in working with MySQL, web services, and .NET to ensure the project is completed efficiently.
