Create an Azure Function to Send an Email, using Sendgrid Email API, using C#

We are looking for a light-weight solution to demonstrate how to implement functionality, so that our developers can implement into our codebase.
Due to privacy and security constraints, we cannot grant access directly to our codebase.

Requirements:
Create a free SendGrid account and obtain an api key.
Create a new C# project with Azure Functions using Http trigger.
Install SendGrid package.
Create a function that receives from email, subject, to emails, plainTextContent or htmlContent.
Create a utility or helper class to send message.
Create a second API that does the same as above but accepts templateIds to use a pre-designed Sendgrid template.
Create additional custom paramaters on the second API that can be used to pass in custom fields to a Sendgrid template.
