Convert a desktop app to a web app using the same database

I'm looking for a developer that can take an existing desktop product and replicate much of the functionality on a web-based product.
NDAs are required.
We will provide project details to appropriate candidates.

Some basic features will be: (this is not an exhaustive list)

- Grid display with category tree and detail panes
- Product searching/filtering by grid fields
- Data Imports w/ field mapping (CSV/Excel/Database)
- Import attribute keys as part of data import w/ mapping of attribute keys to import
- Data exports (CSV/Excel)
- Bulk edit
- Create/Edit categories/subcategories
- Add/edit category types
- Add/edit attribute keys to each category
- Add/edit category images for each category
- Drag and Drop item categorization
- Apply values to attribute keys for each item
- Inbound master item table sync with an external data source (e.g. API/Flat file/Database)
- Multi select/edit
- Multi select/edit wizard w/ mail merge style functionality
- Publish of data to secondary tables
- OAuth authentication w/ JWT

Some basic requirements:
- Angular or Blazor
- C# .net Core API Backend
- Separation of concerns
- N-Tier design (including interfaces/base classes/etc)
- Uses provided database schema for compatibility
- Capability to operate in a performant manner against 1mm + items
