QR Code & Image Analysis Windows App

I require an exquisite .Net developer to create a Windows Forms app that consists of several critical functionalities.
1. QR Code Scanning: The app should be designed impeccably to scan specific QR codes for authentication efficiently, through USB webcam.
2. Image Capture: It should capture images from a USB webcam.
3. Color Spectrum Differentiation: The software must be capable of differentiating between two color spectrums.
4. Measuring Color Length: The next function needs to measure color line lengths.
5. Repeat & Display: After Measurement, the process should repeat for a second image, and both images with their respective data should be displayed seamlessly.
6. Exporting Results: Finally, the software must have the functionality to export all the results to a PDF.
