Character set 'utf8mb3' is not supported by .Net Framework

I am looking for a freelancer who can help me resolve an issue with the character set 'utf8mb3' not being supported by the .Net Framework. Installed mysql version 8.0.33
Requirements:

The goal of this project is to configure the database to support the 'utf8mb3' character set without any errors.
Error message :
