Build software for receiving data through a socket

I'm in urgent need of someone who can build me a small tool to receive data from a Packet Engine, extract some data and post it to a database.
I have documentation that describes the protocol, I have an existing monitoring tool and I have a simulation which is feeding testdata.

I need this to be done urgently, as in today.

Software should be built in C# (WinForms) and properly commented.
