Build a C# reservations database

I have done a mock-up of a booking reservations system in Visual Studio. I wrote a small bit of C# to get some things behaving like I want them to, otherwise it's just a shell of a program. Additionally, there is a splash screen, lock screen, switchboard, and about half a dozen other functions (for things other than bookings) that can be accessed via the switchboard.
The three main features I require from this database is:
1) that it can be run on multiple computers at the same time (will save all records to a central dataset but has data integrity to ensure any records being saved at the same time will not be overwritten or skipped);
2) shall require a PIN to be entered each time the database is accessed - different PINs will have different access rights to certain screens and features;
3) is to be full-screen with no visible window control. There shall be no minimise or close buttons, no scrollbars, and no ability to move or manipulate the window to access Windows OS (but users can exit to Windows from within the application itself).
I guess it's a reasonably involved project. The main focus will definitely be on the booking system. I can supply tables with prices, suburbs, streets, etc. I would prefer to design the visual layouts of the reports and forms myself, so all I need is for the data to be linked to appropriate tables and presented on the right pages so I can design them to my liking.
Even though I've selected pay-by-the-hour, I can also accommodate fixed amounts for those freelancers who prefer to work that way.
