Build and maintain Windows App - WFP, Windows Service, Dapper, Socket.IO, MDB and MS SQL

I need an experience WPF C# developer for new project. This App is part of architecture. App will be installed to Windows 10 / Windows Server and connect to MDB or MS SQL database. It will connect via Socket IO to my Socket IO server and listen for instruction from the server, read some data from DB and send back response. The main expected behavior is stability of App!
It should be easy to install, easy to setup without any administrator knowledge and modern UI e.g. material design via http://materialdesigninxaml.net. So you should be experienced in UI and UX. It should be prepared for UI translation. You can create UI in English and I will translated it to Czech and Slovak. I will provide some sketches which will describe expected behavior.
User of App will be asked for place where is stored MDB database or for connection to MS SQL Server. Test of connection has to be performed.
User will be asked for registration an account through REST Api behind. This account will be used to connect to the Socket IO server. User should be notified whether is connected to Socket IO and receives some request with status icon.
App can be setup to run with Windows Startup and without user interface so probably as a Windows service.
App will react for many type of request from server for reading data from database but this behavior I will implement myself. You will implement only few as an example and it should be prepared for adding additional queries.
Project will be stored in git repository and I suppose good quality of habits with commits and description. If I will be satisfied we can create long term cooperation. Please do not apply this project if you are not experienced developer in this area. I am experienced developer in other technologies so I will recognize it. I look for someone who will help me with this app instead of I will learn it myself. I can be reached in CET working hours. We can communicate via MS Teams or email.
