Build me a Windows Service in C#

We need a service which allows us to:
- Read/Write data from/to a DB
- Read/Send files with the following protocols: TCP/IP, FOCAS*, HEIDENHAIN*, SHARED FOLDERS, SERIAL
- Parse files with some criteria/rules
