Build a Decode enpoint for IMB using Zxing.net

Hi,
I need you to setup a single POST api endpoint, which accepts a Barcode file/image and then returns decoded Intelligent Mail Barcode using Zxing.net (it has IMB Decoder).
Ideally this should be done, in an hour as its just setting up library and creating endpoint.
This is Asp.net based library if you have such solution of JS based i am interested.
