Blazor Server .NET9

I need an experienced C# developer to create a Blazor web application (Blazor Server) in .NET9 for an internal business tool.
The primary function of this tool will be workflow automation, specifically automating approval processes and data entry tasks.

Project description:
It should support SSO - single sign on based on local AD. Not azure stuff, but local AD.
It should support localization in 2 languages.
It has to have user management page, where admin can assign the roles to users for accessing the specific webpage.
Main menu has to be rendered based on the roles that user have.
User in local database shoud be created automatically when user visits webpage first time so the admin can additionally assign role to him.
I need one site/form where user will enter like 20 different parameters, site has to be rendered dynamically based on the parameters that user enteres.
In the end this form will be approved by 5 different people. When user fill the form mail is send to the first approver, when first one approves it then mail goes to the next one and so on. If approver is late in approving the form like 5 days then has to get reminder about he is being late (most probably this would be the best that is written as sql script so the job can be triggered daily do the check and sends emails).
There has to be another web page where all active submited forms are shown. When form is approved by all approvers then goes to the achive. Also this requests has to be shown in new page or in the page where active submited forms are shown but shoul be shown distinguishing.
All errors or issues has to be log into log files, preferably also changes done through execution time.
Please let me know in how many days and for what budget would you be able to do that.
