Blazor / Razor - Three tier project, time and cost (Gantt like) visualisation assignment

We are writing a cross platform financial modelling app - presently in Angular/JS and .Net
We are looking to build our interactive, visual project time and cost functionality similar to the Jira Roadmap functionality.
Key features...
+ Supports three tiers in a collapsible/expandable nested tree like row based structure. Tiers being 1) Portfolio (or asset group); 2) Programme ; 3) Project
+ Drag and drop of projects/programmes to change priority (order)
+ Scrollable timeline blocks (columns) in units of Months, Quarters or Years
+ Click and drag of time blocks to move project / programme start times across the timescale
+ Sizeable of time blocks to adjust start date / end dates
+ Doubleclick of Timeblock to specify total project cost
+ Project cost to be visually displayed on timeblocks , apportioned to each column time scale (months, quarters, years)
+ Interface to have a moveable windows split between portfolio/Programme/Project and the timeline
+ Collapsible pop out right hand Side panel, to show detail and associated metadata elements from DB and to provide user input for fields.
+ Side data panel (like with Jira) will play a key role in collecting user data for this and future assignments.
+ Side panel area to support tabbed elements for change history, comments
+ Information read and write to our database
+ Ability to add new Portfolios, Programmes and Projects
+ Horizontal splitter line that moves up and down vertically to visually delineate what projects can be funded and what can't.

Please be sure to advise your experience in Blazor / Razor development and ideally any interface work developed with splitter windows, collapsible data side panels and nesting a tree like hierarchy.
