Basic .Net Web API backend

Create a basic environment for .Net Web backend API + a basic frontend to make the API calls.

There is no need for complex features, just the foundation for standard functionality for C# .NEt web service API backend with DB CRUD, some endpoints (that can be extended) and a frontend to do the basic REST CRUD commands as well as login, authentification and basic session.
