Automated WhatsApp Message Scheduler using C#

I need an automated system to send scheduled messages via Business WhatsApp to my restaurant staff. We have 7 departments, each with their own groups.

Requirements:
- Send reminders, daily updates, and shift schedules
- Messages sent weekly
- Customizable messages for each department
