Attendance Synchronization App Development

I am in need of a .NET application that can reliably and efficiently synchronize attendance logs from an ESSL Biometric device to a PHP web page.

Key Requirements:
- The application should pull attendance records from ESSL Biometric device.
- The synchronization process should run at 1-minute intervals.
- The data should be sent to a designated PHP web page.

Communication:
- The .NET application should interact with the PHP page via REST API.
