Asset managment .exe tool

I need a small script that fetches device information on my network. A small Asset managment tool. The end result needs to be dumped in a SQL database and I will use PHP to query the database. But I need a tool (preferably an exe file) which can fetch all the details for the asset manangment. Most important stuff: Device name, Current IP address domain name, OS name/version
So I want to collect some basic stuff: ID: 7
DeviceName: DESKTOP-

This should be in an exe file where I can predefine the SQL database (which might be online but would also be 'offline on prem sql' it depends.
I also need a way to manualy add a device (if it is offline) or in another VLAN.
Who can assist on this? I already made a full working example in C#. I don't want to rely on Python because you need to install to much stuff. I fetched everything using Wmic.

It needs some basic handling (add,delete, modifiy, edit,....) export to PDF maybe.....

The script should support multiple operating systems, including but not limited to Windows.
