Apply registry policy to user excluding administrator - C# or PowerShell

There is a list of registry policies that will need to be applied to the standard users (Policies list attached)
I want these policies to be applied only for the standard user and not for the administrator

In a PC, there can be 2-3 administrators and 40-50 users.
I want all these policies to be applied with 2 min max time.

These PC's are individual workstations
