C++ Application Daemon Development

I am in need of someone with 30 years or more experience with very old code. C and C++ code. This will involve some very technical TCPIP and sockets. The original sockets developed in version NT 4.0 or windows. I have a project that needs some changes made to it to prevent rapid attacks to a service that starts a web application.
