Activating/Deactivating Bluetooth from a PC

I need a help with a task that its main goal is to send a command from a PC to a smartphone to activate and deactivate the bluetooth.
The way of communication that is used is through a wifi local network where both devices find eachother.
The needed steps (how I see it) is the following:
"Create an app that have a button which can activate/deactivate the bluetooth(I already did that but I still need to give permission, which its need to be fixed)
*I have created a C# with windows form that shows all wifi network and connect to them.
*Send and receive data from PC to the smartphone to communicate with the created app on the first point here, inorder to activate the bluetooth on/off button.
I have also used UDP and I can send info from PC but didnt programmed the received part and didnt got it working on the android side.
UDP is not a must if you think that there are an easier way so just tell that
Everything should be programmed in C# on the PC side
Creating an app is not a must, if you think that there is a way to activate/deactivate the mobile bluetooth from PC using C# directly to the smartphone then this will make everything easier
I appreciate all help but please dont bid on this task if you are not knowledgeable on this issue and did it at least once before
