Access control C# WPF Application

I am looking for a skilled developer to create an access control application using C# and WPF. The primary purpose of this application is to monitor access logs.

I have a functional JAVA Application that uses a feature to monitor access control(badging).
This function does a few things.
You have to select the file in a browser dialog to load it.
1. In the main window it shows a label "Badged in" and a digit behind it. If the correct file is not select the digit is * if its correct then its 0
2. It monitors the file which is a HTML file and it will converts it.
This file is only text, it has names of people, area names and badge in time.

If will check how many people are in the same area.
And changes the digit label to the amount of people in that area.

When clicking the digit it will show a popup with the names of the people and the time badged in.

THe important part about it is this html file is always open in the background and it updates on a interval.
Whenever this update happens the changes need to reflect in the application also.
So the data updates.
