C programming

I am looking for someone experienced in C programming to help me develop an application. I need help with software development, as well as potentially database creation and encryption. It is not specifically an operating system, but rather an application. I'm unsure if we need to use a specific API but I'm willing to explore options. The successful freelancer will be knowledgeable and experienced in C programming and should be able to provide a quality product.
