programmer to write spot plays for bris files (horse race handicapping)

for example the first spot play, simple m detects vulnerable favorites in a thoroughbred horse race. only look at pages 1-4. i have several other angles i would like programmed. the programmer must have extensive knowledge of both bris comma delimited single file format and thoroughbred horse racing. the enclosed are all angles i would like to find out how much it would cost to program. thanks for your help. i am enclosing the piece of software that i would like each project worked into. also, i only want to do 1-2 projects at a time so please give me an estimate for each project so i can keep my costs down initially.
