program a specifc process currently done manually

I am looking for an experienced programmer to automate a specific process of data entry that I currently do manually. This involves two steps. First, send forms to clients to fill out. Then, extract answers from a form completed on a website and transfer those answers to a form on another website. The 2nd website calculates a score based on the answers. This score would then be transferred to a standardized report form (word doc), which also needs to created. We also want to automate signing in to each website.
No software exists currently that integrates with this process, so the candidate should have experience creating software from the ground up. The estimated volume of data to be processed for each time the program is run is low, at about 50 answers/entries.
We will also need instruction on resources such as libraries, interpreters, editors, etc. that we need to acquire in order to run the programs.
We do not have recent experience with software development but we are confident we can get you information you need quickly. However, we do work full-time day jobs so response time could be effected.
