opencv to read petrol pump digits

I would like someone to do the OCR reading of petrol pump , when it is stable and then send the text value to cloud. Please understand the digits kept moving until the flow stops ,so that is the final reading, after that it is again reset to 0 to give fuel to the next customer So here's what you need to do

1. IP camera to take snap when fuel dispensing is done (local raspberry with opencv with capture the image)
2. Opencv processes the image and send the OCR value to cloud like

www.mysite.com/pump_reading.php?id=123&litre=10&amount=900&date

where id = fuel pump id
litre= amount of fuel dispensed
amount=the bill amount.
