I need a stm32f103rb developer

I am trying to build a automatic food dispenser. I need an ultrasonic sensor to sense that the food bowl is empty and a motor to move the dispenser to allow food to come out once the ultrasonic sensor knows the bowl is empty. I have attached the type of motor and ultrasonic sensor I am using. Please do not use any other type of motor or ultrasonic sensor. I need the language to be C. Please ensure the board is the STM32F103RB and that a circuit diagram along with code in C is given. Please give explanations about what you are doing.
