I need someone with the skills to build an embedded device for vehicle movement sensing -- 3

I am conducting a research project that involves monitoring vehicle movement into and out of premises. So I need an embedded device to be installed at the entrance of the premises that can sense vehicle movement and communicate with an android app. I need some one with the skills to make this device.
