I need done tools

I have a project that requires development of software tools. I am open to suggestions as to what functionality I want the tool to include—allowing the developer to have creative freedom and innovate according to the needs of the project. I need the tool to be developed within a month, but don't view time-sensitivity as more important than developing a quality project.
