To convert Pedigree2020 (2)

Six years ago I purchased a programme called Pedigree2020, to keep pedigree cattle records, from Willis H Ruther in the USA. The programme has run successfully ever since on my Windows 8.2 PC. I have just purchased a Windows 11 PC and the programme will not run on there as it is only 32-bit. Unfortunately, Willis died 3 years ago. Can anyone convert the programme into 64-bit so I can run it on my new PC? Another freelancer has looked at it and says he cannot find the source code or the IDE on which the source code runs. Also, I must stress I only use a PC, I know nothing about computer programming, however, Willis did tell me it was similar to MS Access. I have attached a copy of the file, please look at it before quoting to ensure you are capable of completing the task.
