code a model in C and solve it with simplex algorithm

I am looking for someone to code an Integer Programming model in C and solve it using the Simplex Algorithm. I already know the language needed – C – and the algorithm that I want used – Simplex Algorithm. The coder should be familiar with C and have experience in coding Integer Programming models as well as solving them with the Simplex Algorithm. Upon completion, the coder is expected to provide clear source code and demonstrate their work in order to show the model runs correctly and yields the desired solutions.
