Tutorial software project manager

We need a project manager for our company's new project, our online training platform.
We are looking for a project manager who will write our software project with specified features as documentation, divide the criteria into different software developers, and follow these sections and follow the process of storing, combining and developing the codes.
In order to be able to master the entire process, one must have at least five years of experience in such a project and be able to combine the resulting software codes and make them work properly, and at the same time, know English and ensure that the project is developed in different countries at a minimum cost and at the same time manage the design, development and testing processes in a way to achieve maximum efficiency. The project manager who can determine and follow up will be paid through the progress method. No prepayment will be made, and progress payment will be made upon delivery of the software sections determined by the company in working order. Detailed information will be given after the preliminary meeting regarding the features of the platform.
In general, the platform will be as follows;
1. Website design and algorithm to search for topics on the website
2. The online education platform is suitable for live lessons and also has features such as lesson planning and messaging that allows sharing of documentation.
3. Creation of users' profile pages
4. Creating backgrounds for membership and payment methods
A confidentiality agreement will be signed regarding the project and it will be arranged in a way that it will not be given to any company and the entire project will not be given to a single person.
